Legislation Passed
SB 231 | Medical Transparency
- SB 231 allows courtrooms to see the actual cost of medical bills for injury cases, curtailing excessive phantom damages.SB 231 is now Act 16.
HB 431 | Modified Comparative Fault
- HB 431 limits recovery if the plaintiff is found to be 51% at fault, holding individuals accountable for their negligence.HB 431 is now Act 15.
HB 345 | Property Insurance
- HB 345 modifies the timeframe from 30 days to 60 days for insurers to send notice of cancellation or non-renewal of residential property insurance policies.HB 345 is now Act 182.
SB136 | Transparency Reporting
- SB 136 requires homeowner and private auto insurers to file an insurance rate transparency report.SB 136 is now Act 428.
HB 356 | Stated Value Policies
- HB 356 allows insurers to offer a stated value policy option as declared by the homeowner or agent rather than solely on the market value of the property.HB 356 is now Act 480.
HB 436 | Recovery Prohibition
- HB 436 prohibits general damage and wage recovery for unauthorized aliens.HB 436 is now Act 17.
HB 434 | No Pay, No Play
- HB 434 raises the bar for recovery to $100,000 for damages for drivers in accidents without proper insurance.HB 434 is now Act 16.
HB 450 | Housely Presumption
- HB 450 repeals the Housely presumption, restoring the plaintiff's responsibility to prove the accident caused the injury.HB 450 is now Act 18.
HB 122 | Licensing Board
- HB 122 revises the Louisiana State Licensing Board for Contractors statues, adding roofing contractors pass a residential roofing trade exam.HB 122 is now Act 422.
HB 438 | Insurance Rates
- HB 438 prohibits the use of entertainment-related advertising expenses in setting insurance rates.HB 438 is now Act 85.
SB 137 | Insurance Availability
- SB 137 requires insurers to notify the Department of Insurance upon ceasing, pausing, or resuming the writing of policies in a particular region.SB 137 is now Act 429.
HB 85 | Roof Permits
- HB 85 clarifies roof permitting for simplifying insurance data collection.HB 85 is now Act 239.
Legislation Prevented
SB 223 | Regulation
- SB 223 requires costly mandates on brick and mortar businesses creating additional and duplicative safety regulations.SB 223 did not pass.
SB 205 | Employment Law
- SB 205 prohibits the discrimination or retaliation by an employer against any employee for discussing wages and prohibits screening applicants on prior wages.SB 205 did not pass.
HB 453 | Fortified Mandate
- HB 453 mandates Fortified residential roof construction in coastal areas, adopting the brand into state law.HB 453 did not pass.
SB 206 | Minimum Wage
- SB 206 establishes a state minimum wage and sets it at: $10.00 per hour beginning on January 1, 2025; $12.00 per hour beginning on January 1, 2027; $14.00 per hour beginning on January 1, 2029.SB 206 did not pass.

In 2024, the Louisiana Home Builders Association monitored, amended and lobbied over 300 pieces of legislation for our members.
Property Insurance Reform
- Created a fair claims process for property insurance settlements
- Defined clear timelines avoiding delays in communication
- Established a cure period, expediting payments for repairs
Legal Reform
- Mandated disclosures of 3rd party litigation funding agreements
- Clarified potential ethical conflicts and financial investors
- Stopped outside parties from making decisions on monetarily sponsored cases
Tax Reform
- Passed flat rate for income tax: 3% in 2025 for personal income, 5.5% in 2025 for corporate income
- Repealed corporate franchise tax
- Increased standard deduction for personal income starting at $12,500 for taxpayers
- Added standard deductions of $20,000 for corporations
Building Code Deregulations
- Eliminated conflicting commercial building code requirements for fire and accessibility codes
- Streamlined the plan review and inspection process by removing code differences
Insurance Appraisal Reform
- Updated appraisal process and umpire selection for claims
- Provided conflicts of interest for appraisers, protecting consumers and property owers
New Licensing Laws
- Revised threshold to $50,000 for residential contractors’ licensing
- Exempted subcontractors from licensure while performing work for a residential construction license holders, with the expectation of electrical, mechanical, plumbing, mold remediation, asbestos or hazardous materials.
2023
LHBA PAC accomplished a 90% win record in the 2023 Legislative Races. Thanks to our PAC members' financial support, the most pro-business legislature in history was elected.
